Ethics and Social Welfare Workshop: Durham

Please find below details of a workshop to be held in Durham (St Mary’s College) on 15 May: ‘Social welfare ethics: Learning professional wisdom, courage and compassion’
This event will comprise a mixture of plenary presentations, discussion and smaller workshops with a focus on developing learning and teaching about ethics in the social professions (social work and community and youth work).

Durham University particularly welcome youth and community workers from the North East, and have workshops on a youth and community work theme – including Kerry Young (author of The Art of Youth Work) on the youth worker as philosopher, and Howard Sercombe (Prof of Community Education, Strathclyde University and author of a forthcoming book on Youth Work Ethics) on new brain research.

This is the first event organised by Sarah Banks under the banner of the newly formed Ethics and Social Welfare network. It will have a particular focus on ‘moral character’ in professional education (as opposed to simply focusing on ‘conduct’). They will consider the contested nature of ‘moral character’, whether this can be learnt and developed and how it links with judgement about ‘suitability for practice’. The event will also provide an opportunity to engage in dialogue and debate and to share good practice in teaching and learning about professional ethics in social, youth and community work. They will use the occasion formally to launch the Ethics and Social Welfare network and agree future activities. Speakers include Dr Ann Gallagher (Reader in Nursing Ethics, University of Sussex), Professor Joan Orme (Emeritus Professor of Social Work in the Glasgow School of Social Work) and service users will be providing their perspective of an ethically good practitioner.

Further information and Bookings:
Booking information
Please note that this is a no-charge event, but that a cost of £25 per person is to be paid on the day to cover the costs of refreshments and to subsidise service user attendance.

Principal Youth Officer (PYO) group

The PYO group has been an intrinsic part of the Unit since its inception in 1989. The group supports all PYOs in the North East, and is now a key point of contact for a range of partners including Government Office and other regional stakeholders as well as national organisations such as the NYA and APYCO. The Unit acts as an information gathering and dissemination point for PYOs, and we have compiled regional information on operational and strategic issues affecting PYOs in the region. The group has developed as a support mechanism for colleagues: a safe place to talk and discuss issues, concerns and new ideas.

The PYO group is particularly relevant for colleagues in the current climate of change. Youth services are going through a period of very significant change, as serivces become more integrated within Children’s Trust. The development of Integrated Youth Support Services and Targetted Youth Support are creating significant challenges for senior managers in local authority youth services. The regional PYO group is an opportunity for colleagues to share information and develop understanding in relation to these very significant changes.

Regional Training and Development Group

The Unit has been involved in youth work training for many years. The Unit has operated as a centre for initial youth work training and assisted youth services in the region to develop new NVQ and VRQ youth work courses. The training and development group has played a vital role in the progression of youth work training in the region and is now developing a more strategic role in relation to workforce development.

As part of the development of the strategic role for the group, members have been involved in the development of the Regional Youth Work Workforce Strategic Document. The strategy has been developed in conjunction with a number of partners in the region and coordinated by the Unit. The strategy will be released in spring 2009 and is available in draft form on this website.

The RTDG is also developing links with other regional groups who are concerned with workforce development. The group has established links with the Childrens Workforce Development Council (CWDC) Regional Manager and Leon on behalf of the group has attended the regional workforce leads group.

Regional Forum for Voluntary Youth Organisations (RFVYO)

The RFVYO exists to support the voluntary youth sector and the development of best practice within the sector in the North East. It strives to be:

  • A collective voice for the voluntary youth sector in the North East;
  • A conduit through which local voluntary youth sector forums can have representation at a regional and national level;
  • A point of reference for local, regional and national voluntary youth organisations;
  • A grouping through which national and regional bodies can consult and liaise with local voluntary youth sector services across the North East;
  • A place where members can raise issues, share problems and offer support to colleagues;
  • An inclusive group, that has representation from all the 12 local authority areas in the North East, as well as representatives from regional youth organisations;
  • A group that works within an Equal Opportunities framework, and fully supports equality of opportunities;
  • A group that supports appropriate voluntary sector representation. The

RFVYO will support representatives who bring a wider voluntary sector perspective to their role. We will not support representatives who exercise flagrant self-interest or the interests of a particular organisation.
Membership of the RFVYO is drawn from local voluntary youth sector forums, regional and sub-regional youth organisations, and individuals co-opted from other organisations.

14 – 19 Commission

RYWU is working together with West Middlesbrough Neighbourhood Trust and Stockton Borough Council on the Youth Advisory Board (YAB). A project that has been devised by the North East 14 – 19 Commission in order to gain the opinions and concerns of the young people from the North East about the current education reforms.

Neil Burke and Laura Wright have been employed as youth coordinators to assemble a group of young people to be the Youth Advisory Board to the commission.

The YAB accomplished many achievements over 2008 with 3 main outcomes from their hard work. The first was the establishment of a virtual portal which has been developed in order to present young people from the region with a young person friendly site that they can use to gain access to good information that is relevant to them.

The second outcome was that the YAB undertook a training course in order for them to become leaders of the future. The training course which was delivered was “The Young Advisors Programme” and the group all passed successfully!

The final outcome which brought much success was to deliver a conference to adults based upon their findings from their work with young people. The conference was titled “Information, Advice and Guidance from a young person’s view” which was held at the Gateshead College Baltic site. The conference was staged by the YAB who coordinated the full day’s proceedings. Many plaudits followed on from the conference which was described as a great success.

The hard work of the YAB was rewarded as the project has been extended and the development of the board continues. The board are now currently developing future projects and are looking to involve as many young people as possible that would like to participate in the on going work!

Network of RYWUs: England

The Network will:

  • Identify potential opportunities for collaboration between RYWUs in securing
    national and European funding for regional developments
  • Increase the opportunities for young people’s voice and influence in youth policy development, cross-regionally and nationally and internationally
  • Establish England-wide working relationships with other national organisations with an interest in promoting youth work and services for young people. (e.g. APYCO, NYA, NCVYS, NCVCCO)
  • Organise and/or co-ordinate joint activities/events with RYWUs and other partners on specific issues relating to the enhancement of youth work practice
  • Regularly review the working arrangements of the network.departments

Workforce Development

For many years, the Unit has supported the progression of youth work training in the region. The Unit has acted as the Regional Accreditation and Moderation Panel (RAMP) for initial youth work courses, and has operated as an ABC centre for the NVQ and VRQ level 2 youth work course. The introduction of an NVQ/VRQ structure to youth work has brought about significant change in the region. Initial youth work training is now delivered by a number of different agencies including local authority youth services, the voluntary youth sector, further education colleges and adult education departments. There has also been an expansion in professional qualifying training in the region with new foundation degrees, diploma courses, degrees and post graduate qualifications.

In recent years, the Unit has worked closely with youth service training officers to assist in the transition to the new NVQ structure. The Unit has coordinated meetings with the voluntary youth sector, FE colleges, universities in the region and other training providers, to ensure that there are adequate and appropriate training opportunities for prospective youth workers. The introduction of new integrated working methods is now having an impact on all levels of youth work training and the Unit has commissioned a regional workforce development strategy to assist partners in the transition to new ways of working and delivering services to young people.

The Unit is committed to supporting colleagues across the region through the transition period towards integrated service delivery. The development of the ‘fit for purpose’ workforce and the inclusion of youth work within the development of an effective workforce is an essential aspect of our development work in the coming years.
